The Capital Cities Community College Consortium (C5) creates a unique opportunity for collaboration involving community and technical colleges whose service areas may include state capitals. Community and technical colleges located in capital cities frequently serve as convenors, bringing together key partners when leadership and coordination in the state capital is required.
The C5 Consortium is intended to serve as a convenor for capital city colleges on a national level. The C5 Consortium will build strategic relationships with the White House, the Congress, national associations representing educational institutions and state and local government interests, as well as other key leaders on a national level.
Priority areas to be addressed
The C5 Consortium will address priority areas including diversity and inclusion, upskilling and reskilling, and economic development.
C5 institutions serve high-need communities
Community and technical colleges located in state capital regions provide critically important education and training programs and services for diverse, high-need populations. This includes communities that are experiencing significant economic distress. In a number of capital cities, poverty rates in recent years have been nearly three times the national average, based on Census Bureau data.
High poverty and unemployment rates in capital regions disproportionately affects minority communities. Nearly one third of all state capital cities are majority-minority communities. This includes the state capitals of Alabama, Arizona, Arkansas, California, Connecticut, Delaware, Georgia, Hawaii, Louisiana, Massachusetts, Mississippi, New Jersey, New Mexico, Pennsylvania, Rhode Island, and Virginia.
